Ministry of Finance answers about salary raise regulations
The Ministry of Finance has just responded to citizens about regulations on early salary increases.
Reader N.M.N reflected that on December 31, 2025, the Ministry of Finance issued Decision No. 4516/QD-BTC on the Regulation on early salary increases and salary increases exceeding one grade for civil servants and public employees.
In which, Clause 3, Article 3 stipulates: "for cases where salary grades have been increased ahead of schedule, all achievements achieved before the date of the decision to increase salary grades ahead of schedule within the period (6 years or 4 years) specified in Clause 2 of this Article are not counted for consideration of salary grade increase ahead of schedule for the next time".
Regarding the above regulations, readers request the Ministry of Finance to provide guidance as follows:
“I have been promoted to a salary grade ahead of schedule, the time of enjoyment is from January 1, 2020, according to the Decision issued on March 29, 2021. After that, I have been promoted to a regular salary grade from January 1, 2023. Currently, I am eligible for consideration for an advance salary grade in 2025 according to regulations. Regarding achievements, I was awarded a Certificate of Merit from the Ministry of Finance according to the Decision dated August 23, 2021. So, can the Certificate of Merit from the Ministry of Finance according to the above Decision be used as a basis for considering an advance salary grade of 12 months for me in 2025?”.
The Ministry of Finance answers as follows:
Based on point d, clause 3, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Ministry of Home Affairs stipulating the guidance on the implementation of the regime of regular salary raise and salary raise before the deadline for cadres, civil servants, public employees and employees, the achievements for considering salary raise before the deadline are determined according to the time of issuing the decision recognizing achievements achieved in the last 6 years for ranks and titles requiring training level from college or higher and the last 4 years for ranks and titles requiring training level from intermediate level or lower, as of December 31 of the year considering salary raise before the deadline.
For example, Mr. Nguyen Van A was promoted to a salary grade ahead of schedule due to outstanding achievements in performing tasks from grade 3, salary coefficient 5.08, principal specialist rank (code number 01.002) to grade 4, salary coefficient 5.42, principal specialist rank from January 1, 2010.
On August 1, 2010, Mr. A was awarded the Third-class Labor Medal by the President for his work achievements in the period 2005–2009. This achievement was signed after January 1, 2010, so it is considered for early salary promotion for the next time.
According to the regulations of the agency or unit where he works, the achievement of being awarded the Third-class Labor Medal is considered for salary promotion 12 months ahead of schedule. However, according to regulations, no two consecutive salary promotions ahead of schedule in the same rank are carried out, so Mr. A is only considered for regular salary promotion from rank 4 to rank 5, principal specialist rank, from January 1, 2013.
By January 1, 2015 (after 24 months of holding rank 5, principal specialist rank), if Mr. A is eligible for consideration for early salary promotion due to outstanding achievements in the principal specialist rank, Mr. A's work achievements in the period from January 1, 2010 to December 31, 2015, including the achievement of being awarded the Third-class Labor Medal on August 1, 2010, will be counted for consideration for early salary promotion.
For the case of readers, readers who have been promoted to salary grades ahead of schedule according to Decision No. 29.3.2021; certificates of merit from the Ministry of Finance awarded according to Decision No. 23.8.2021.
