The Ministry of Finance assigns the organization of Tet gift payments after transferring money to the locality
The Ministry of Finance assigns units under the Ministry to deploy, guide and supervise the payment of gifts for the Lunar New Year of Binh Ngo 2026 in accordance with regulations.
The Ministry of Finance has just issued a document on assigning units to focus on implementing the guidance and handling of gifts from the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year 2026.
The document clearly states that, implementing Resolution No. 418/NQ-CP dated December 28, 2025 of the Government and Decision No. 2814/QD-TTg dated December 28, 2025 of the Prime Minister, the Minister of Finance requested Deputy Ministers and requested heads of units under the ministry, within the scope of assigned functions and tasks, to urgently and seriously organize implementation and proactively research and propose solutions to implement giving gifts for the Lunar New Year of Binh Ngo in 2026 to ensure the right and timely destination.
According to the assignment, the State Budget Department is responsible for implementing the integration of TABMIS of additional funds with central budget targets to localities from the central budget reserve in 2025, supplemented by Resolution No. 265/2025/QH15 dated December 11, 2025 of the National Assembly.
At the same time, the State Budget Department will preside over advising the Ministry to send a document to the People's Committees of provinces and cities to guide the reporting, accounting, and settlement of gift-giving funds; proactively and promptly summarize the situation and propose additional funding for localities (if any) to submit to competent authorities for consideration and decision.
For the State Treasury, the Ministry of Finance assigned guidance and direction for the regional State Treasury to coordinate with the Department of Finance and relevant agencies to implement a number of contents, including advance payment and payment of gift funds of the Party and State in accordance with the provisions of the State Budget Law; accounting and reporting on payment status, ensuring that gift giving to subjects is smooth, timely and in accordance with regulations; coordinating with commercial banks where the State Treasury opens accounts to ensure timely supply of cash when units have a request to withdraw in cash.
The State Treasury is also assigned to monitor and provide disbursement and payment data for each locality, report to the Ministry and send to the State Budget Department for general synthesis; synthesize the payment situation and promptly handle difficulties and problems arising in payment through the State Treasury system during implementation.
The Department of Economic Finance is assigned to coordinate with relevant units of the Ministry of Home Affairs and the Ministry of Health to guide localities in making payments and handling problems in the process of making gift payments.
The Department of National Defense and Security Finance especially coordinated with relevant units of the Ministry of Public Security to coordinate with localities to give gifts through social security accounts on VNeID to the subjects.
Regarding implementation, the Ministry of Finance assigns heads of units to focus on directing the implementation of the above assigned contents and be responsible to the Minister for the progress and quality of assigned tasks; update and report to the Minister daily on the handling results, and send them to the State Budget Department for monitoring.
At the same time, it is recommended that Deputy Ministers, according to their assignments, direct and urge units to implement on schedule, ensuring quality.
