The Ministry of Home Affairs responds to salary increase for those who want to retire early
The regular salary increase regime for cadres, civil servants and public employees is clearly stated in Circular No. 08 2013 (amended and supplemented in Circular No. 03/2021).
It is expected that by November 1, 2025, Mr. Le Van Binh (character's name has been changed) in Quang Ngai will be considered for a regular salary increase according to State regulations.
Currently, Mr. Binh is eligible for early retirement according to the provisions of Decree No. 178/2024/ND-CP.
Mr. Binh submitted a voluntary application for early retirement on May 1, 2025. "I would like to ask before retiring early, will I be considered for a regular salary increase?" - Mr. Binh wondered.
Regarding the reflection and recommendation of Mr. Le Van Binh, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, the regular salary increase regime for cadres, civil servants, public employees and workers is implemented according to the provisions of Article 2 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs (amended and supplemented in Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021).
Accordingly, if Mr. Binh is decided by the competent authority to retire early according to the provisions of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government (amended and supplemented by Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government) after November 1, 2025, he will be considered for regular salary increase according to the above regulations;
If the competent authority decides to let him retire early but before November 1, 2025, he will not be considered for a regular salary increase (not eligible for the time holding the rank in the civil servant's professional title and title).
The organization and implementation of policies for cadres, civil servants and public employees in Quang Ngai province is under the authority of the Provincial People's Committee.
