Ministry of Public Security proposes many rights for digital citizens
In the draft Resolution on the development of digital citizens, the drafting committee of the Ministry of Public Security has proposed many rights for citizens.
The Ministry of Public Security recently completed the draft Resolution on the development of digital citizens, which proposes many rights of citizens to promote the improvement of digital capacity, digital skills and awareness of information security for the whole population.
This draft Resolution has proposed the rights to ownership and management of digital identity, in which, it stipulates that each citizen has a unique electronic identity associated with a national electronic identification account, protected by law.
The rights of digital citizens are detailed in Article 4 of the above Draft Resolution.
On digital identity ownership and management rights
Citizens have the right to manage and control their personal information; are required to edit and update inaccurate information and transfer their data to other agencies and organizations providing services in accordance with the law;
Citizens have the right to monitor and know that their personal data is exploited and used by relevant agencies, organizations, and individuals; to be provided with methods to allow or recall data sharing;
Citizens have the right to request the deletion of personal data when there is no longer a purpose for use or when withdrawing their consent, unless otherwise provided by law.
Regarding the rights to access, use and benefit from digital services
All citizens are guaranteed the right to access and use digital services safely and conveniently, regardless of region, gender, age, level or economic conditions;
Elderly people, people with disabilities, ethnic minorities and vulnerable groups are supported by the State with policies in accessing and using digital services;
Citizens are entitled to policies of exemption and reduction of fees, charges, and taxes when using online public services and other digital services according to the provisions of law;
Citizens have the right to be served through online public services, providing information only once, ensuring convenience, intercommunication, and being prioritized for service according to the principle of online public services first.
On protection and safety rights in the digital environment
Citizens are comprehensively protected against law violations in the digital environment;
Citizens are allowed to participate in propaganda, education, training, and training programs on digital skills and information security;
Children and adolescents are given special priority protection when participating in the digital environment, ensuring access to information appropriate for age, preventing acts of abuse and exploitation in the digital environment;
Citizens have the right to complain, denounce, and reflect when their rights in the digital environment are violated; and are promptly received and resolved by competent authorities in accordance with the law.
Regarding the right to participate in democracy and digital supervision
Citizens have the right to access information and open data of state management agencies to serve learning, research, innovation and supervision of the activities of state management agencies;
Citizens have the right to use digital platforms to participate in contributing opinions, criticizing policies and laws and evaluating the operations of state management agencies;
Citizens have the right to supervise the transparency and effectiveness of digital transformation activities of state management agencies, especially in the use of budget and the implementation of technology projects.
