The Politburo issued a new resolution on ensuring national energy security

Step by step energy conversion to meet the requirements of national development

On behalf of the Politburo, General Secretary To Lam has just signed and issued Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security until 2030, with a vision to 2045.

The Resolution clearly states that in order to meet the requirements of rapid and sustainable development of the country in the coming time, especially the implementation of the two strategic goals to 2030 and 2045, ensuring energy security plays a very important role, energy must take a step forward, fully meeting the needs of socio-economic development, national defense, security and improving people's lives.

Regarding the general goal by 2030, Resolution No. 70-NQ/TW clearly states: Ensuring national energy security; providing adequate, stable, high-quality energy, reducing emissions for socio-economic development, ensuring national defense and security, improving people's lives, protecting the ecological environment.

Gradually transforming energy to meet the requirements of national development and international commitments. The energy sector will develop harmoniously between sub-sectors with synchronous and smart infrastructure, reaching the advanced level of the ASEAN region. The energy market is competitive, transparent, effective, in line with the socialist-oriented market economy.

Rapidly exploiting and effectively using domestic energy resources combined with reasonable energy imports and exports; energy is used more economically and efficiently. Many main materials and equipment in energy sub-sectors are domestically produced; the power transmission and distribution grid is built modernly and intelligently.

Strongly encourage the private sector to participate in energy development

Specific targets by 2030: Total primary energy supply of about 150 - 170 million tons of converted oil; total power sources of about 183 - 236 GW or higher depending on system demand and socio-economic development situation over time; total electricity output of about 560 - 624 billion kWh. The proportion of renewable energy in the total primary energy supply is about 25 - 30%.

Total final energy consumption is about 120 - 130 million tons of converted oil.

Smart, efficient power system, capable of safe connection to the regional power grid; ensuring safe power supply, meeting the criteria of N-1 for important load areas and N-2 for especially important load areas. Power supply reliability and power access index are in the top 3 leading countries in ASEAN.

Refinery facilities meet at least 70% of domestic petroleum demand; petroleum reserves reach about 90 days of net import. Develop a fully-capacity facility to import liquefied natural gas (LNG) according to the supply needs of LNG power sources and other needs; form energy centers focusing on LNG in harmony with regions.

The ratio of energy saving per total final energy consumption compared to the normal development scenario is about 8 - 10%.

Reducing greenhouse gas emissions from energy activities compared to the normal development scenario by about 15 - 35%.

The Resolution also sets a vision to 2045, which is: firmly ensuring national energy security; a healthy, equal, transparent, competitive energy market, in line with the socialist-oriented market economy; the energy sector develops synchronously and sustainably, effectively uses resources, protects the environment, reduces greenhouse gas emissions and adapts to climate change; a smart, modern energy infrastructure system, effectively connects with the region and the world; the quality of human resources, scientific - technological qualifications and the capacity to manage the energy sector reaches the same level as modern developed countries.

The Resolution sets out key groups of tasks and solutions including: Strengthening the leadership of the Party, State management and the participation of the entire political and people's systems in ensuring energy security; Completing institutions and policies to become competitive advantages, a solid foundation, a strong driving force to promote energy development; Developing energy supply and infrastructure, firmly ensuring energy security, meeting growth requirements;

Promote energy saving, environmental protection, climate change response, flexibly implement international commitments on emission reduction; Establish management and risk response measures; Focus on mobilizing all social resources, strongly encourage the private sector to participate in energy development;

Create breakthroughs in the development of science, technology, innovation, digital transformation and human resource training in the energy sector; Strengthen international cooperation, contribute to promoting the rapid and sustainable development of the energy sector and ensure national energy security.
