Career institutions: The Ministry of Home Affairs develops a roadmap for transferring civil servants
The Ministry of Home Affairs is drafting a report proposing the staffing for the 2026-2031 period, including the content of transferring career staff to civil servant staffing.
In response to the recommendations of many ministries, branches and localities regarding the addition of commune-level staff, transfer of career staff to civil servant staff, ensuring education - health staff and arranging personnel at the Public Administration Service Center, the Ministry of Home Affairs has given specific opinions, clarifying the orientation and implementation roadmap in the coming time.
Regarding the transfer of public service payroll to civil servant payroll in some agencies and state administrative organizations of ministries, branches and localities and the assignment of civil servant payroll to some state administrative agencies and organizations with specific financial mechanisms, not yet assigned to civil servant payroll, the Ministry of Home Affairs said that this content has been compiled and reported to the Government Party Committee to report to the Politburo and the Central Steering Committee on payroll management when proposing payroll for the period 2022 - 2026.
Currently, the Ministry of Home Affairs has reported to the Government Party Committee and is continuing to coordinate with the Central Organizing Committee to draft a report on the proposed payroll for the period 2026 - 2031, including a proposal on transferring career payroll to civil servant payroll in a number of state administrative agencies and organizations of ministries, branches and localities and assigning payroll to a number of state administrative agencies and organizations with specific financial mechanisms that have not been assigned payroll to civil servants.
After the Politburo reviews and approves, this will be the basis for ministries, branches and localities to organize and implement uniformly throughout the system.
