Bac Ninh, Bac Giang discuss the arrangement of agencies and organizations when merging

On April 18, the Steering Committee for the arrangement of administrative units of Bac Ninh - Bac Giang provinces held a meeting of the Steering Committee for the development of the Provincial-level Administrative Unit Arrangement Project to discuss the plan to arrange agencies, organizations, and units when merging the two provinces and the draft Project on the arrangement of provincial-level administrative units.

At the conference, representatives of the Department of Home Affairs of Bac Giang province presented the draft plan and project to reorganize Bac Ninh and Bac Giang provinces.

In particular, in terms of necessity, the two provincial-level administrative units have the same historical origin, have cultural features, customs, economic scale, and the speed of socio-economic development are similar; after the arrangement, it will create momentum for the socio-economic development of the new province to meet the conditions and standards to strive to become a centrally-run city.

Regarding the plan to arrange and establish the (new) Bac Ninh province under the Central Government on the basis of merging the administrative boundaries of the two provinces of Bac Ninh and Bac Giang.

After the arrangement, the new Bac Ninh province has a natural area of 4,718.6 km2, reaching 94.3% of the standard; population of 3,619,433 people, reaching 258.5% of the standard; there are 99 commune-level administrative units under the commune.

The name of the new provincial-level administrative unit is Bac Ninh province. The political and administrative center is located in Bac Giang city, Bac Giang province.

The principle of arrangement is that for departments and agencies equivalent to departments, departments and agencies with similar functions and tasks will be merged.

For the organizational structure within departments and agencies: Merge professional departments and branches with similar functions and tasks. Transfer the inspection functions of departments to the Provincial Inspectorate and reorganize the Provincial Inspectorate (according to the Central's project on the arrangement of inspection agencies).

Maintain public service units under the Provincial People's Committee and under departments and agencies to organize activities by locality.

The draft also identifies a plan to reorganize agencies, organizations and units. In particular, for the Provincial Party Committee, the Executive Committee, and the Provincial Party Committee Standing Committee, it is implemented according to the provisions of the Party Charter and the instructions of the Central Committee (with a separate detailed project).

Merge the National Assembly Delegations of the two provinces; perfect the Head of the Delegation and Deputy Head of the National Assembly Delegation decided by the National Assembly Standing Committee according to the announcement of the competent Party Committee managing the cadres.

For the Provincial People's Council, the departments of the Provincial People's Council: Delegates of the People's Councils of the two provinces merged into delegates of the People's Council of Bac Ninh province (new) continue to operate until the end of their term...

Speaking at the conference, Mr. Nguyen Anh Tuan, Secretary of the Bac Ninh Provincial Party Committee, suggested that the plan to reorganize the internal apparatus of agencies, especially the specialized agencies of the Provincial People's Committee, should continue to be reviewed and agreed upon.

The Secretary of the Bac Ninh Provincial Party Committee also proposed that what should be done from now until the second meeting of the Steering Committee, which is to develop a plan for the Steering Committee with a specific program.

The 5 working groups that have been established must make plans for each group and report the results from the second meeting, summarize the issues that need to be consulted by the Steering Committee.

Mr. Nguyen Van Gau, Secretary of the Bac Giang Provincial Party Committee, assessed that after 28 years of dividing Ha Bac province into two provinces, Bac Ninh and Bac Giang, both provinces have had very positive development steps, achieving many impressive and comprehensive results in all fields. For 28 years, the Party Committee, government and people of the two provinces have always preserved and nurtured the tradition of solidarity and affection.

The Secretary of the Bac Giang Provincial Party Committee emphasized that the Steering Committee basically agreed with the plan to reorganize agencies, organizations, and units when merging the two provinces and the draft Project to reorganize provincial-level administrative units according to the report of the Party Committee of the People's Committee of Bac Giang province.

Request the Standing Agency of the Steering Committee to receive the opinions of the delegates to discuss to complete the plan to reorganize the agency, organization, and unit when merging the two provinces according to the draft Project.
