9 dossiers applying for a license to produce gold bars have been sent to the State Bank
The Director of the State Bank's Foreign Exchange Management Department informed that the SBV has received 9 applications for a license to produce gold bars.
On the afternoon of December 29, informing at the press conference of the fourth quarter of the State Bank of Vietnam (SBV), Mr. Dao Xuan Tuan - Director of the Department of Foreign Affairs Management (DONRE) said that, implementing Decree 232 of the Government (effective from October 2025), the DONRE has received 9 dossiers from enterprises and commercial banks (NHTM) to register for a license to produce gold bars.
According to Mr. Tuan, the SBV is consulting with relevant ministries and branches to consider granting licenses to ensure compliance with regulations. Notably, when these units are licensed to produce gold bars, the SBV will also study and grant them a license to import raw gold.
Regarding the establishment of the Gold Exchange, the representative of the SBV said that this agency is playing a focal role, closely coordinating with ministries and branches to develop the project. Recently, the SBV has submitted a request for opinions from all parties and is synthesizing it to report to the Prime Minister to select the most suitable trading floor model for Vietnam's conditions.
Regarding gold market management, Deputy Governor Pham Thanh Ha informed that in the face of complex fluctuations in world gold prices, the SBV has synchronously deployed state management solutions for the gold market according to its authority, functions and tasks.
In addition to submitting to the Government for promulgation Decree No. 232 amending and supplementing a number of articles of Decree No. 24/2012/ND-CP on management of gold trading activities, the SBV issued Circular No. 34/2025/TT-NHNN dated October 9, 2025 guiding the implementation of Decree 232/2025/ND-CP.
