Dong Thap Police help foreigners who were scammed out of light work and high salaries

According to the Ministry of Public Security's Electronic Information Portal, Dong Thap Provincial Police have just received a thank you letter from Mr. Fan Zhuan Dong (born in 1991, Chinese nationality).

Previously, Zhuan Dong Fan was one of two Chinese people discovered and rescued by Dong Thap Provincial Police when he was tricked into illegally leaving Vietnam to find a light job with a high salary.

In December 2025, the Board of Directors of Dong Thap Provincial Police also resolutely directed professional units to quickly investigate and clarify the ring that organized illegal exit for foreigners.

Therefore, the Investigation Security Agency - Dong Thap Provincial Police has initiated a case and prosecuted 3 defendants for the crime of "Organizing illegal exit for others" as prescribed in Article 348, Penal Code.

According to the case, Zhuan Dong and many other Chinese people were lured by the subjects to go abroad to seek high-income jobs.

Zhuan Dong fans were illegally entered Vietnam by the subjects and continued to be transported deep into the inland by many different trains to illegally exit to the third country, when they arrived in Dong Thap province, they were discovered by the police.

During the settlement process, Dong Thap Provincial Police and authorities always created conditions and provided maximum support to Zhuan Dong and another Chinese person for essential living needs during the process in Vietnam.

However, the illegal entry and exit of fan Zhuan Dong violated the law, Dong Thap Provincial Police are directing relevant units to quickly handle administrative violations according to the law.

At the same time, continue to expand the investigation of the case and strictly handle criminals.
