The Ministry of Home Affairs requests localities to identify and resolve resignations for management officials and educational support personnel subject to streamlining no later than September 30, 2026.

The Ministry of Home Affairs has just issued an official dispatch on resolving policies for leaders, managers and educational support personnel at educational institutions; the adjustment and management of handover of archived dossiers and documents when arranging educational institutions.

After implementing the arrangement of existing leadership and management officials at educational institutions (before arrangement) into leadership and management positions at new educational institutions according to regulations, localities are responsible for considering and resolving staff streamlining policies for subjects specified in Resolution No. 37/2026/NQ-CP according to the provisions of Decree No. 154/2025/ND-CP according to their authority, except in cases where staff streamlining has not been implemented.

For leading and managerial public employees (before arrangement) who are appointed to hold leadership and management positions at new educational institutions but have a lower leadership position allowance than the old leadership position allowance (before arrangement) or are arranged for a position as a teacher or another job position (not holding a leadership or management title), the current leadership position allowance is preserved according to the provisions of Resolution No. 37/2026/NQ-CP.

For education support personnel

After arranging existing educational support personnel at educational institutions (before arrangement) into educational support positions at new educational institutions according to regulations, localities are responsible for considering and resolving staff streamlining policies for specific subjects specified in Resolution No. 37/2026/NQ-CP according to the provisions of Decree No. 154/2025/ND-CP according to their authority, except in cases where staff streamlining has not been implemented.

Regarding the time to resolve resignation

Notably, the Ministry of Home Affairs requested localities to identify cases eligible for dismissal according to Resolution No. 37/2026/NQ-CP, in which the latest dismissal time is September 30, 2026; complete the payout of the staff streamlining policy no later than November 30, 2020.

For educational support personnel who are subject to training and fostering according to new job positions according to regulations, in case they do not meet regulations (including during training and fostering), the locality determines the time of resignation to resolve the severance or retirement regime, streamlining staff according to the provisions of law.
