Clause 1, Article 34 of the 2025 Law on Public Employees (effective from July 1, 2026) stipulates that public employees are considered for exclusion, exemption, and reduction of responsibilities in the following cases:

a) Having complied with regulations on authority, order, and procedures; not taking advantage during the performance of tasks but still causing damage for objective reasons;

b) Implementing proposals on innovation and creativity that are permitted by competent agencies, organizations and units and determined by competent authorities to have implemented the policy correctly, with clear motives, for the common good

c) Due to force majeure as prescribed by law;

d) Other cases as prescribed by law and regulations of competent authorities.

Thus, civil servants in the above cases will be considered for exclusion, exemption, and reduction of responsibility.
