The newly issued Government Decree 249/2025/ND-CP stipulates mechanisms and policies to attract experts in science, technology, innovation and digital transformation.

The responsibilities of experts are clearly stipulated in Article 6 of Decree 249/2025/ND-CP.

Article 6. Responsibilities of experts

1. Comply with Vietnamese law and relevant international law; protect information and data on programs, tasks, scientific and technological projects, innovation and digital transformation within the scope of assigned tasks according to the provisions of law. To bear personal responsibility if violating the signed labor contract obligations, causing financial losses, property loss, product damage or disclosure of information and state secret documents.

2. Respect the culture, customs and practices of Vietnam.

3. Adhering to professional ethics, professional requirements, honesty, objectivity and a sense of responsibility in scientific, technological, innovative and digital transformation activities.

Experts with Vietnamese nationality who want to work as civil servants or public employees in agencies, organizations, units of the Party, State, and socio-political organizations but do not meet the standards and conditions prescribed by law on civil servants and public employees shall be considered and decided to take up the job position; considered for appointment to leadership and management positions in agencies, organizations, units of the Party, State, and socio-political organizations without necessarily ensuring the conditions for age, planning titles, political theoretical qualifications, and the duration of holding the position.
