The process of selecting experts in science, technology, innovation and digital transformation
Decree 249/2025/ND-CP stipulates mechanisms and policies to attract experts in science, technology, innovation and digital transformation.
In particular, Article 4 of Decree 249/2025/ND-CP clearly states the process of selecting experts
Article 4. Expert selection process
1. Agencies, organizations, and units assigned to preside over the implementation of programs, tasks, projects on science, technology, innovation, and digital transformation to announce the need to recruit experts, including: expert position, task requirements, criteria, and deadline for receiving documents.
2. The selection of experts who meet the criteria specified in Article 3 of this Decree is carried out according to the nomination and nomination mechanism as follows:
a) Agencies, organizations, and units that need to recruit experts proactively search and detect candidates;
b) Individual self-calculated;
c) Representative agencies of the Socialist Republic of Vietnam abroad and the overseas Vietnamese community nominate candidates;
d) Domestic and foreign agencies, organizations, and experts nominating candidates.
3. The nominating agency, organization, unit, individual and self-calendar candidate must send the dossier to the agency, organization, unit that needs to select experts and dossier components, including:
a) Nomination or self-calculation document;
b) Scientific background (including clearly stating professional capacity, experience, outstanding achievements) of the candidate;
c) Draft plans and projects to implement programs, tasks, projects on science, technology, innovation and digital transformation according to the requirements of the expert position.
4. Agencies, organizations and units that need to select experts to check the validity of the dossier specified in Clause 3 of this Article. In case the candidate meets the criteria specified in Article 3 of this Decree, there must be a letter inviting the candidate to sign a labor contract; if necessary, an interview must be conducted before signing a labor contract.
5. The labor contract with a term for experts must clearly state the content of the task; working term; working mechanism; rights and obligations; responsibilities; regimes, policies; contract termination mechanism; dispute resolution mechanism (if any) and other related contents.
