Criteria for classifying civil servant quality at the level of not completing tasks in 2025
The criteria for classifying the quality of civil servants as not completing their tasks in 2025 are based on Decree No. 90/2020/ND-CP.
Pursuant to Article 15 of Decree No. 90/2020/ND-CP and Clause 4, Article 1 of Decree 48/2023/ND-CP, the criteria for classifying civil servant quality at the level of failure to complete tasks are stipulated as follows:
1. Officials who do not hold a management position and meet one of the following criteria will be classified as not completing their tasks:
a) Having signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation according to the assessment of competent authorities;
b) Having more than 50% of the criteria for performance of tasks according to signed work contracts, according to the set plan or according to specific assigned work that does not ensure progress, quality, and efficiency;
c) Committing a violation that is subject to disciplinary action during the assessment year;
2. Management staff who meet one of the following criteria will be classified as not completing their tasks:
a) Having signs of degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation according to the assessment of competent authorities;
b) Having more than 50% of the criteria for performance of tasks according to signed work contracts, according to the set plan or according to specific assigned work that does not ensure progress, quality, and efficiency;
c) The unit or field of work assigned to be in charge of completing less than 50% of the targets and tasks;
d) Units under the authority to directly manage and manage corruption, waste and be handled in accordance with the provisions of law;
d) Committing a violation that is subject to disciplinary action during the assessment year.
