Priority order determines the admission of civil servants in the promotion exam
In case the number of civil servants considered for promotion is more than the approved promotion indicator, the priority order will be considered according to regulations.
Clause 20, Article 1 of Decree No. 85/2023/ND-CP amends Article 40 of Decree No. 115/2020/ND-CP as follows:
Article 40. Determining civil servants admitted to the promotion exam
1. The civil servant admitted in the promotion exam is one who meets the standards and conditions prescribed in Article 32 of this Decree, and the head of the agency or unit organizing the promotion exam shall recognize the results of the admission exam for promotion.
2. In case the agency or unit has more civil servants eligible for promotion than the approved promotion quota, the determination of the civil servant admitted for promotion will be carried out in the following priority order:
a) Officials with higher achievements in professional activities recognized by competent authorities;
b) Female civil servants;
c) Officials who are ethnic minorities;
d) older civil servants (calculated by date, month, year of birth);
d) Officials with more working time.

Thus, in case the agency or unit has more civil servants eligible for promotion than the approved promotion quota, the determination of the civil servant eligible for promotion shall be in the above priority order.
