Minimum number of civil servants to establish public service units from November 1, 2025

According to Point d, Clause 1, Article 5 of Decree 120/2020/ND-СР, amended and supplemented in Clause 2, Article 3 of Decree 283/2025/ND-CP (effective from November 1, 2025), one of the conditions for establishing public service units is:

Ensure the minimum number of employees is 15 officials (except for public service units providing basic, essential public service services established according to the provisions of specialized laws).

For public service units that self-insure regular expenditures, public service units that self-insure regular expenditures and investment expenditures, when establishing these units, the minimum number of employees includes civil servants and professional and technical staff under the labor contract regime is determined according to the Establishment Project.

For public service units abroad, the number of employees shall be determined in the approved Project on the establishment of public service units.

Thus, according to regulations from November 1, 2025, the establishment of public service units must ensure a minimum number of employees of 15 civil servants (except for public service units providing basic and essential public service services established according to the provisions of specialized laws).
