Clause 1, Article 54 of Decree 282/2025/ND-CP (effective from December 15, 2025) stipulates as follows: The Chairman of the People's Committee at the commune level has the right to:

a) Warning fine;

b) Fine up to VND 15,000,000 for administrative violations in the field of domestic violence prevention and control; up to VND 20,000,000 for administrative violations in the field of security, order, and social safety; up to VND 37,500,000 for administrative violations in the field of social evil prevention and control;

c) revoking the right to use a license or practice certificate for a period of time or temporarily suspending operations;

d) Confiscation of exhibits and means of administrative violation;

d) Apply remedial measures prescribed in Clause 3, Article 3 of this Decree.

Thus, from December 15, 2025, the Chairman of the People's Committee at the commune level has the authority to sanction administrative violations in preventing and combating domestic violence as above.
