Digital citizen scores on VNeID are not applied to punish people

The Drafting Committee of the Ministry of Public Security said that current laws (Law on Identification, Law on Electronic Transactions, and related Decrees) do not have any regulations on the development or operation of the "Digital Citizen Score System".

"This is a completely new policy, never regulated," the Drafting Committee stated.

This proposal was born to create a mechanism for measuring quantity and encouraging positive behaviors in the digital environment, beyond simple financial incentives.

Linking scores with specific benefits will encourage citizens to proactively update data, use safe digital services and contribute to building a digital society.

However, digital citizen scores are not applied to punish or limit the legitimate rights and interests of citizens.

According to the draft's definition, the basic condition to become a digital citizen is to be granted an electronic identification account on VNeID, be able to use public services and digital services safely, responsibly and comply with the law.

The Ministry of Public Security plans to reduce 10-100% of taxes and fees when citizens actively participate in digital environment services. Notable among them are popular administrative services that are offered for free such as: birth, death, marriage, residence; reissuance of registration, license plate, vehicle documents, driver's license, reissuance of ID card, construction permit issuance.

According to the proposal, citizens who complete their VNeID documents and reach 100% will get 100 points, and will be classified as basic digital citizens.

The plus score is calculated based on the following criteria: data update, frequency of digital service use, and contributions to the digital community. Citizens using more online services, actively contributing opinions to drafts, participating in surveys, and reflecting recommendations in the digital environment will get more points. The score is associated with benefits and incentives for taxes, fees, services, administrative procedures, and social security.

For example, giving comments on draft legal documents (more than 10 points), interacting with National Assembly deputies (more than 5 points/time), performing online administrative procedures (more than 7 points/time).

Citizens are expected to get points on VNeID when participating in the following activities:

According to the proposal, positive digital citizens (with 350 credit points or more) will receive a 10% discount on 5 types of registration fees and contract tax when transacting via the VNeID national identification application, including: personal income tax, registration tax when transferring real estate, vehicle registration tax, personal income tax when doing e-commerce business, value added tax (VAT) when purchasing goods online or paying non-cash.

In addition to encouraging safe, healthy and civilized actions in the digital environment, the Ministry of Public Security proposes that violations of the law in the digital environment will be handled according to current regulations. In case of serious violations, a warning or temporary suspension of the score can be issued until the correction is completed.

Each activity is recorded to have a source of authentic, automatic, transparent data, ensuring anti-fraud. Activity groups are standardized to avoid overlap; in case of risk of overlap, the principle of one-time priority scoring is applied.

The scoring is expected to be piloted before being widely applied.
