Clause 4, Article 13 of the Law on forces participating in protecting security and order at the grassroots level stipulates that Vietnamese citizens who wish and have the following standards and conditions are considered and selected to participate in this force as follows: Being permanently residing or temporarily residing for 1 year or more and regularly living in the place where citizens submit applications to participate in forces participating in protecting security and order at the grassroots level.
In cases specified in Clause 3, Article 15 of this Law, they must be permanently or temporarily residing at the place of application to participate in forces participating in protecting security and order at the grassroots level;
Clause 3, Article 15 of the Law on forces participating in protecting security and order at the grassroots level stipulates: Priority is given to selecting citizens who have served in the People's Police, People's Army, and semi-professional commune police who have finished their duties, citizens who understand customs and habits, have prestige in the residential community, or have participated in forces participating in protecting security and order at the grassroots level.
Thus, except for cases according to the above regulations, people who want to participate in forces participating in protecting security and order at the grassroots level must have temporary residence for 1 year or more and regularly live in the place where they want to participate in this force.
