b) Commune-level police assist the People's Committee of the same level in directly managing the organization, operation, direction, and administration of forces participating in protecting security and order at the grassroots level; guiding, assigning, and inspecting the performance of tasks of forces participating in protecting security and order at the grassroots level;

c) The relationship between forces participating in protecting security and order at the grassroots level and mass organizations and mass organizations at the grassroots level is a coordination relationship in performing the task of protecting security and order and building the all-people movement to protect national security.

Thus, the forces participating in protecting security and order at the grassroots level are directly directed and operated by the commune-level police and support the militia and self-defense forces in performing tasks according to the provisions of law.
