Regulations on the number of deputy heads when arranging public service units are based on the provisions in the transition in Decree 283.

The Government has just issued Decree 283/2025/ND-CP amending and supplementing a number of articles of Decree 120/2020/ND-СР regulating the establishment, reorganization and dissolution of public service units.

Article 12 of Decree 283/2025/ND-CP has amended and supplemented Article 27 of Decree 120/2020/ND-СР as follows:

Article 27. Transitional regulations

In case of arranging public service units, the number of deputy heads of the units and internal organizations of the units may be more than the prescribed number. No later than 5 years from the effective date of the decision to reorganize the apparatus by the competent authority, the unit must carry out the number of deputy heads according to the provisions of this Decree.

Thus, in the case of arranging public service units where the number of deputy heads and internal organizations of the unit is more than the prescribed number, no later than 5 years from the effective date of the decision to reorganize the apparatus by the competent authority, the unit must carry out the number of deputy heads according to the provisions of Decree 120/2020/ND-СР (amended by Decree 283/2025/ND-CP).
