Who is eligible to work for a private company in Hanoi when buying social housing

Reader Le Oanh asks: My husband and I work for a private company in Hanoi, have labor contracts, have social insurance contributions but are not in industrial parks and do not have housing. So what are the beneficiaries of our husband and wife entitled to social housing support policies?
Regarding the reader's question, the Hanoi City Center for Communication, Data and Digital Technology said that in Clause 5 and Clause 6, Article 76 of the Housing Law No. 27/2023/QH15 dated November 27, 2023, regulations on subjects entitled to social housing support policies, in which:
Article 76. Subjects eligible for social housing support policies
...
5. Low-income people in urban areas.
6. Workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks.
Therefore, in case readers are working at a business (private company) in Hanoi, have a labor contract and participate in social insurance, they are in principle subject to the provisions of Clause 6, Article 76 of the 2023 Housing Law.
At the same time, readers can refer to the regulations in Clauses 1 and 2, Article 30 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government (amended and supplemented by Decree No. 54/2026/ND-CP dated February 9, 2026) on the conditions for enjoying social housing support policies as follows:
1. For subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be ensured:
a) In case the applicant is a single person, the actual monthly income must not exceed 15 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
In case the plaintiff is married according to the provisions of law, the plaintiff and his wife (husband) have a total monthly actual income of no more than 30 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
b) Time to determine income conditions in 1 consecutive year, calculated from the time the subject specified in this clause submits a valid dossier to the investor to register to buy or lease social housing.
2. In case the subject specified in Clause 5, Article 76 of the Housing Law does not have a labor contract, it must ensure income conditions as prescribed in Clause 1 of this Article and be certified by the commune-level police agency where the citizen is permanently or temporarily residing or currently residing. Within 7 days from the date of receiving the request for confirmation, the commune-level police agency where the citizen is permanently or temporarily residing or currently residing at the time of the citizen's request, is responsible for confirming information including: Full name, middle name and name; Date, month, year of birth; gender; personal identification number; date, month, year of issuance of citizen identification card/identity card; place of permanent residence/temporary residence/current place of residence.
Citizens are responsible for declaring and committing to information on average monthly income. Commune-level police coordinate with relevant agencies in verifying and post-checking information on average monthly income of citizens for necessary cases.
The application form confirming the income conditions specified in this clause is also a document proving the beneficiaries of social housing support policies.
