Point d, Clause 1, Article 21 of Circular 108/2026/TT-BCA of the Minister of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026), stipulates no renouvellement of driver's licenses for the following cases: the person requesting to renew the driver's license no longer has the issued driver's license and the driver's license information is not in the driver's license information system of the Traffic Police Department or does not have a list of driver's license issuance list (management book); the person violating road traffic order and safety has not completed the request of a competent state agency on resolving and handling administrative violations in the field of road traffic order and safety.
Thus, from July 1, 2026, people who have not paid the administrative penalty decision for traffic safety violations are not allowed to renew their driver's licenses.
