Instructions on policies and regimes for part-time workers at the commune level in Da Nang
The People's Committee of Da Nang City issued Official Letter 3830/UBND-SNV on instructions on resolving regimes, policies and arranging and assigning non-professional workers at the commune level.
Instructive document: Regarding the regime and policies for non-professional workers when implementing the 2-level local government model:
The Government issued Decree 154/2025/ND-CP regulating staff streamlining. Clause 4, Article 2 of Decree 154/2025/ND-CP stipulates the subjects of policy application as follows:
Part-time workers at the commune level will retire immediately from the implementation of the 2-level local government model according to the provisions of the Law on Organization of Local Government 2025.
Thus, for part-time commune-level workers who retire on July 1, 2025 (the time to implement the 2-level local government model according to the provisions of the Law on Organization of Local Government 2025) will enjoy the policy according to the provisions of Decree 154/2025/ND-CP.
On the contrary, in the case of non-professional workers at the commune level who quit after July 1, 2025, they will not enjoy the policy according to Decree 154/2025/ND-CP.
In addition, in the case of non-professional workers who retire immediately from the implementation of the 2-level local government model according to the provisions of the Law on Organization of Local Government 2025 and are arranged as non-professional workers in villages and residential groups, they will not enjoy the policy according to the provisions of Decree 154/2025/ND-CP.
