Dien Bien becomes Head of the Emulation Cluster of the Labor Confederation of Northern Mountainous and Border Provinces in 2026
Dien Bien - On the morning of January 23, a conference was held to summarize the activities of the Emulation Cluster of the Labor Confederations of the Northern mountainous and border provinces in 2025.
Attending the conference were Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor; Mr. Nguyen Minh Phu - Vice Chairman of the People's Committee of Dien Bien province and representatives of the leaders of the Labor Confederations of the 7 northern mountainous and border provinces (Dien Bien, Son La, Lai Chau, Lao Cai, Lang Son, Cao Bang, Tuyen Quang).
Currently, the Labor Federations of the provinces in the cluster are directly managing 1,454 grassroots unions with more than 115,600 union members. The average income of workers is basically guaranteed, reaching 6.5 to 8.6 million VND/person/month.
In 2025, patriotic emulation movements will be widely and typically implemented such as "Good workers - Creative workers", "Green - Clean - Beautiful, ensuring occupational safety and hygiene", "Good at public work - Good at home work", attracting a large number of union members to participate.
Caring for workers' lives continues to be a bright spot. Through the program "Tet Sum Vay - Xuan Chia Chia", trade unions at all levels have presented nearly 200,000 gifts with a total value of over 99 billion VND. The "Union Shelter" program supports the construction and repair of 202 houses with a budget of more than 10 billion VND. The entire Cluster admitted 6,491 new union members and established 97 grassroots unions in 2025.
In 2026, the Emulation Cluster identified the focus as continuing to innovate the content and methods of trade union activities; improving the effectiveness of representation and protecting workers' rights. At the same time, promote dialogue and collective bargaining; better care for the material and spiritual life of union members.
At the conference, delegates discussed and approved the operation plan of the emulation cluster in 2026; launched an emulation movement among cadres, union members, and workers in 2026 and signed an emulation agreement in 2026.
Speaking at the conference, Ms. Thai Thu Xuong - Permanent Vice President of the Vietnam General Confederation of Labor - emphasized that in the coming time, the Labor Confederations of provinces need to focus on strongly innovating the content and methods of effective operation; taking the rights of union members and workers as the center.
At the same time, promote dialogue and collective bargaining, focusing on wages, bonuses, working conditions and occupational safety and hygiene; especially female workers. In addition, it will increase care for the lives and welfare of union members, especially during Tet and Workers' Month.
At the conference, emulation in 2026 was launched and an emulation treaty was signed. On this occasion, the emulation cluster proposed that the Vietnam General Confederation of Labor award the excellent emulation flag in 2025 to the Son La Provincial Federation of Labor and award Certificates of Merit to the Federations of Labor of Dien Bien and Lang Son provinces.
At the same time, hand over the task of the emulation cluster leader in 2026 to the Dien Bien Provincial Federation of Labor and the deputy cluster leader to the Cao Bang Provincial Federation of Labor.
