According to the 2026 program and operation plan of the Dien Bien Provincial Federation of Labor, provincial trade unions at all levels will focus on targets directly related to workers' rights.
Mr. Tan Minh Long - Chairman of the Labor Federation of Dien Bien province said that the theme of activities in 2026 is "Promoting innovation, concretization, bringing the Resolution of the Party Congress, the Fatherland Front, and the Trade Union into life".
Specifically, the Provincial Federation of Labor strives to have at least 80% of units and enterprises with trade unions qualified to negotiate and sign collective labor agreements.

In addition, the issue of improving the quality of human resources is also focused on. The union aims to participate in promoting the education of 85% of workers in enterprises to improve their qualifications and professional skills.
The Provincial Federation of Labor also strives to develop 400 new union members and establish a grassroots union in a enterprise with 10 or more workers.
According to Mr. Tan Minh Long, in January 2026, the Provincial Federation of Labor directed the organization of the program "Tet Sum Vay - Xuan Ung Deng" and "Union Tet Market - Xuan 2026" with the motto "All union members and workers have Tet, enjoy Tet".
Trade unions at all levels will proactively grasp the situation of salary and bonus payments. Organize visits, subsidies for families of workers and civil servants in especially difficult circumstances and visit and encourage units on duty during Tet.
In particular, in 2026, the "Union Shelter" support activity will continue to be maintained to help union members settle down and make a living. The Provincial Federation of Labor will coordinate to organize a dialogue conference between the Chairman of the Provincial People's Committee and union members and workers, scheduled to take place in the second quarter of 2026.
Removing the "bottleneck"
According to Mr. Nguyen Quoc Hoang - Chairman of Dien Bien Phu Ward Trade Union, the Provincial Federation of Labor needs to soon allocate the number of Tet gifts. This will help the facility have time to prepare carefully and promptly to encourage union members and workers during the upcoming Lunar New Year.

In particular, the biggest "bottleneck" is in personnel and funding. "The limited operating expenses have significantly affected the organization of the movement.
Regarding personnel, currently the Commune and Ward Trade Unions only have 1 Chairman and Vice Chairman of the Vietnam Fatherland Front Committee. Meanwhile, the area has many key projects related to site clearance, the volume of propaganda and mobilization work for the people is very large" - Mr. Hoang said.
Faced with this reality, the Dien Bien Phu Ward Labor Union said that the Provincial Federation of Labor is interested in adding more full-time union officials to ensure good completion of tasks.
To solve the management problem, the 2026 program of the Dien Bien Provincial Federation of Labor has set a target of 100% of new grassroots union Chairmen and Vice Chairmen participating for the first time receiving training and fostering in trade union work.
Along with that, 100% of full-time union officials are trained, coached, and fostered in expertise, professionalism, political theory, and work skills.
