Training on the election of 16th National Assembly deputies and People's Council deputies at all levels
The training conference on the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term has more than 95,000 participants.
On the morning of November 23, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) held a training conference on the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026 - 2031 term for cadres in the entire front system.
The conference was held in a direct-to- direct combination online; central connecting points with connecting points in 34 provinces and cities, with 2,685 connecting points in communes, wards and special zones, more than 95,000 participants.
In some localities where natural disasters and floods are occurring, there are no connection points, and frontline officials can attend online on the conference's link on the digital front gate; at the same time, the central government will send detailed guidance documents.
Speaking at the opening of the conference, Mr. Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the Steering Committee for the election of National Assembly deputies for the 16th term and deputies of the People's Councils at all levels for the 2026 - 2031 term of the Central Committee of the Vietnam Fatherland Front said that with just over a week left (from December 1, 2025), the Fatherland Front at all levels will begin to conduct the first round of bargaining on the structure, quantity, ingredients to introduce candidates for delegates and prepare for the next round of work for the second round of bargaining (taking place in two days, from February 2 to February 3, 2026) and the third round of bargaining.
"This is an important task of the front system in election work, and we must simultaneously carry out many tasks in a short and urgent time, such as organizing and conferencing to introduce candidates; conferences to collect comments and opinions and trust from voters at workplaces and residence; inspection and supervision of the election process according to the provisions of law... These tasks require front staff from central to grassroots levels to have a firm grasp of legal regulations and guiding documents of the National Election Council, ministries and branches and the Standing Committee of the Central Committee of the Vietnam Fatherland Front", Mr. Hoang Cong Thuy emphasized.
According to Mr. Hoang Cong Thuy, frontline cadres also need to have skills, experience, and high responsibility in election work; maintain contact with voters and people throughout the election process.
According to Mr. Hoang Cong Thuy, recently, implementing the organization of the two-level local government apparatus, the team of cadres working on the front after the reorganization has been increased in number, but there are also many new cadres who have not experienced previous elections. Therefore, the training conference aims to provide additional content, regulate methods and methods for implementing the election work of the front so that each frontline cadre is more solid in expertise, more proficient in skills and participates effectively, qualitatively and effectively in the election work of the front.

At the conference, delegates listened to 4 topics: Documents regulating the responsibility of the Vietnam Fatherland Front in the election; detailed instructions on consultation, selection, and introduction of candidates; organization and consultation of voters in the workplace and residence of candidates; inspection and supervision of the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.
"This is an important task for the frontline system participating in the election. Therefore, I suggest that frontline cadres at all levels participate in the training with a high sense of responsibility, focus on researching documents, proactively discuss unclear issues, difficulties and problems that need to be resolved and share practical experiences in the grassroots locality. The reporters have both guided the regulation, shared experiences, and raised situations and ways to resolve possible situations, solving difficulties and problems of local delegates, thereby unifying the way of doing things, creating synchronization, unity and clarity in the entire system. The contents thoroughly grasped and guided at the conference will be an important basis for good preparation for the upcoming election," Mr. Hoang Cong Thuy emphasized.
