Typically, the implementation of the organization and apparatus arrangement of Associations at all levels has been carried out synchronously and consistently; the organization and apparatus, and the Association staff at all levels have been consolidated, perfected in a timely manner and initially put into stable operation.

The Associations have proactively adjusted to reduce internal focal points and at the same time, have improved the organization and personnel of affiliated units, issued decisions on merging, dissolving, and converting the operating model of public service units in the spirit of Resolution No. 18-NQ/TW; arranged and transferred personnel between units in accordance with new functions and tasks; reviewed, adjusted, supplemented, and perfected the functions and tasks of affiliated units; arranged and streamlined the apparatus to ensure compliance with the direction of the Central Government.

One of the outstanding marks of the Associations in 2025 is the work of propaganda, mobilization, gathering members, enhancing social consensus, contributing to the successful organization of Party Congresses at all levels towards the 14th National Congress of the Party; at the same time, there are positive contributions to the success of the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026 term. With thousands of conferences, forums, and training courses organized from the central to the grassroots level, 100% of cadres and members of the Associations at all levels have studied and thoroughly grasped the Resolution on breakthroughs in the development of science, technology and national digital transformation, demonstrating the strong movement of Associations in the digital environment.

2025 marks a clear increase in the quality of supervision and social criticism of mass organizations. Not only stopping at giving comments, the Associations have proactively monitored policy implementation, supervised public service activities, and promptly reflected issues arising from real life. From social security policies, land management, environmental protection, to administrative reform, and apparatus streamlining - many criticisms from Associations have been accepted and adjusted in the process of perfecting policies. In particular, press agencies and magazines under the Associations have promoted the role of "social supervision by pen", contributing to increasing transparency and accountability.

The Standing Committees of the Associations have also proactively coordinated with relevant sectors to organize forums and meetings to listen to the opinions of members, members, and people; proactively and promptly grasp practical issues arising in the process of participating in socio-economic development in localities and at the grassroots level to propose the development, amendment, supplementation, and completion of policies and laws related to the Association's fields and the lives of members. During the year, more than 300 conferences and workshops were held, more than 1,400 comments were sent to competent authorities, which is a vivid testament to the role and responsibility of the Association for the development of the country.

At the conference, delegates listened to the enthusiastic opinions of representatives of leaders of agencies, units, and mass associations on the direction, content, and solutions for implementing mass associations' activities assigned by the Party and the State in 2026.
