The 14th National Congress of the Party took place in an exciting atmosphere, proud of the great and comprehensive achievements after 40 years of renovation and 5 years of implementing the Resolution of the 13th National Party Congress. The people of the whole country continue to put their trust and expectation in the Party's leadership and vision of innovation, believing that the 14th National Congress will mark a new milestone in the country's development journey.

On behalf of the Party Committee of the Fatherland Front and the Central organizations, I would like to express my high agreement with the documents submitted to the Congress. With the permission of the Congress Presidium, on behalf of the Party Committee, I would like to present a speech with the theme: "Promoting the strength of great national unity - the foundation and important driving force for successfully implementing the country's development goals in the new era".

Throughout the revolutionary leadership process, our Party has always inherited and creatively applied Ho Chi Minh's ideology on great national unity; firmly adhered to the viewpoint of "people are the root", closely attached to the People, enhanced consensus among all classes, ethnic groups, religions and overseas Vietnamese communities, thereby building a great united bloc of will and action.

In the past term, in the face of unprecedented fluctuations and challenges, the Party and State have continued to issue and synchronously deploy policies and guidelines, creating a solid foundation to promote the strength of national solidarity. The people's trust in the Party and State is increasingly strengthened; the spirit of solidarity, mutual love, and community responsibility continues to be spread, the combined strength of the people is strongly promoted in the cause of building and defending the Fatherland.

Over the past 5 years, under the leadership of the Party, the close coordination of authorities at all levels, the Vietnam Fatherland Front has strongly innovated the content and methods of operation, promoted propaganda and mobilization work for all classes of people, increased consensus, unity and social stability, effectively implemented patriotic emulation movements and major campaigns. Typically: Campaign "All people unite to build new rural areas, civilized urban areas", maintain the peak month of "For the Poor" annually and actively, support the construction of Great Solidarity houses, eliminate temporary and dilapidated houses nationwide... During the years of the Covid-19 epidemic, peak periods of storms and floods, and people suffering heavy damage, the Vietnam Fatherland Front promptly launched and called on people, soldiers nationwide and overseas Vietnamese to support large resources, contributing to overcoming the consequences of natural disasters and epidemics, stabilizing people's lives. In addition, social security work, caring for disadvantaged people and remote areas have been implemented promptly, contributing to improving life, strengthening community cohesion and being a vivid testament to " Ethnicity - Compatriotism", the precious tradition of mutual love and support of our nation.

The Vietnam Fatherland Front, socio-political organizations and member organizations are increasingly promoting their role as representatives, protecting the legitimate and legal rights and interests of the people, affirming their position as a trusting bridge between the Party, State and People through participating in building and perfecting institutions, legal policies and laws, organizing activities of social supervision and criticism, meeting voters and direct dialogue. Through the monitoring channels of the Fatherland Front, the People have actively participated in reflecting inadequacies in management and performance of public duties, providing information to help authorities promptly handle many issues and incidents arising in practice; thereby, the role of the people in preventing corruption, waste and negativity has been promoted, contributing positively to the work of building the Party and the political system.

Implementing the policy of streamlining the apparatus of the political system, the Vietnam Fatherland Front and socio-political organizations have been streamlined to ensure unified, effective and efficient operations. The apparatus after the arrangement has gradually come into smooth operation, promoting the strength of coordination and enhancing cohesion in the system.

From the practical activities in the past term, we can draw some important lessons in promoting the strength of great national unity. That is:

First, it is necessary to resolutely inherit and creatively apply Ho Chi Minh's ideology on great solidarity, associated with the requirements and tasks of the new revolutionary stage.

Second, always maintain the viewpoint of taking the people as the center, linking socio-economic development with meeting the practical interests of the people, promoting the endogenous strength of the entire people as a driving force, ensuring social security and leaving no one behind. At the same time, it is necessary to promote and effectively use public and transparent resources of the State and resources among the People.

Third, Promote substantive democracy, increase publicity and transparency to strengthen trust and create social consensus.

Dear Congress!

Our country is entering a new era - the era of knowledge, innovation, digital transformation, green transformation and extensive international integration with intertwined opportunities and challenges; promoting the strength of the great national unity bloc becomes a strategic factor, an important driving force for the country to overcome challenges, seize opportunities and develop sustainably.

To promote that strength, the Vietnam Fatherland Front respectfully requests the Party and State:

- Continue to create conditions, create a comprehensive breakthrough in awareness, organization and policy mechanisms so that the viewpoint of "taking the people as the center, subject, goal and driving force of innovation" must be deeply absorbed, turning the spirit of great solidarity into concrete, practical and effective actions.

- Strengthen the mechanism for practicing democracy and transparency, ensuring that people participate in giving opinions, supervising and social criticism in a practical manner; at the same time, requiring authorities at all levels, sectors and levels to strictly fulfill their responsibility to explain the people's recommendations. At that time, great national unity will certainly become an important lever, promoting the country's development and stability in the face of global fluctuations.

To implement the Resolution of the 14th Party Congress, in the coming time, the Party Committee of the Vietnam Fatherland Front and Central organizations determined that more than ever, the Vietnam Fatherland Front needs to promote the role of political alliance, voluntary association of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes, social classes, ethnic groups, religions, and overseas Vietnamese:

First, Continue to strongly and comprehensively innovate the content, methods and mechanisms of operation, focusing on issues of people's livelihood and democracy; improve the quality of the staff, especially the staff of the Vietnam Fatherland Front, socio-political organizations at the grassroots level; perfect and operate the organizational system according to a new model and coordination mechanism in the direction of "one thing - one focal point - one time - one result". At the same time, improve the quality of social supervision and criticism activities. The Vietnam Fatherland Front continues to preside over the implementation of nationwide monitoring and social criticism programs on practical issues, draft laws and legal documents according to regulations, ensuring effectiveness and substance.

Second, movements and campaigns by the Fatherland Front and member organizations must clearly define their goals, responsibilities, deadlines, and measur their results, in line with political tasks and in accordance with practical situations; focus on unifying practical models to serve the community, contributing to socio-economic development, maintaining security and order, and improving people's lives in residential areas. Continue to expand people's foreign affairs activities to spread the spirit of solidarity, the image of the country and people of Vietnam, contributing to strengthening the environment of peace, cooperation and development.

Third, promote democracy and the people's right to mastery; continue to propose institutionalization into a mandatory process to implement the motto: "People know, people discuss, people do, people inspect, people supervise, people benefit"; as well as further promote the role and responsibility of the Vietnam Fatherland Front in implementing the mechanism of Party leadership, State management, and People's mastery; strengthen the mechanism of direct and annual dialogue to organize "People's Speaking Month", deploy independent assessment of the provincial-level social trust index; apply technology and digital transformation to promptly listen, expand connections, receive and respond to people's opinions through the digital Front platform, so that the Vietnam Fatherland Front must truly be a place where people place trust, where all people listen and the people are truly listened to, and the results must be respectful, the State and the People's Front must be the right place to connect, connect, and act correctly.

Fourth, the Fatherland Front continues to be the center to promote and strongly arouse national aspirations, the spirit of innovation and creativity among all classes of people; gather, attract and mobilize the strength of workers, farmers, youth, women, the elderly, intellectuals, ethnic minorities, religions, businessmen and overseas Vietnamese to contribute their efforts and intelligence to the development of the country.

Great solidarity is a precious traditional value and a decisive factor in all victories of our nation. During his lifetime, President Ho Chi Minh affirmed the truth: "In the sky, nothing is more precious than the People; in the world, nothing is stronger than the People's united force" and "Solidarity, solidarity, great solidarity/ Success, success, great success".

With the wise leadership of the Communist Party of Vietnam and the active participation of the entire people, we have a solid foundation to realize the aspiration to build a rich, democratic, fair, civilized and happy Vietnam in the era of strong national growth, meeting the trust and expectations of the people.
