Commending 2 brave citizens for saving people at sea in Co To, Quang Ninh
Quang Ninh - The People's Committee of Co To Special Zone has just praised and rewarded 2 citizens for their courageous actions in rescuing people in distress at sea.
Ngày 26.1.2026, UBND đặc khu Cô Tô tổ chức hội nghị gặp mặt, khen thưởng và biểu dương anh Thái Văn Ninh (sinh năm 1987, thành viên Tổ An ninh cơ sở thôn 1) và anh Phạm Văn Thắng (sinh năm 1997), cùng trú tại thôn 1, đặc khu Cô Tô, vì đã có hành động dũng cảm cứu người gặp nạn trên biển.
Trước đó, khoảng 12h ngày 25.1.2026, trong quá trình đi làm biển tại khu vực biển khu 1, đặc khu Cô Tô, anh Thái Văn Ninh và anh Phạm Văn Thắng phát hiện anh Hoàng Việt Anh (sinh năm 2002, trú khu 1) gặp nạn khi đi câu mực một mình.

Recognizing the dangerous situation, Mr. Ninh quickly called the special zone police, and together with Mr. Thang organized the rescue.
Mr. Ninh directly picked up the victims onto the boat and quickly took them to port area 1 for emergency treatment; Mr. Thang stayed to tie and pull the drifting boat back to port, and at the same time reported to functional forces for coordination in handling.
Immediately after receiving the information, Co To Special Zone Police coordinated with Van Don General Hospital - Facility 2 to mobilize vehicles and medical staff to support, bring the victim ashore and transfer him to the hospital for timely emergency treatment.
Currently, Mr. Hoang Viet Anh is awake, his health is stable and continues to be monitored and treated.
To promptly recognize the courageous act of rescuing people in dangerous situations, the Chairman of the People's Committee of Co To Special Zone signed Decision No. 88/QD-UBND dated January 26, 2026 on commending citizens for courageous acts of rescuing people in distress at sea, and at the same time awarded Certificates of Merit to Mr. Thai Van Ninh and Mr. Pham Van Thang.
