Hanoi City Labor Federation organizes the Congress of Commune and Ward Trade Union Blocks

Implementing the Charter of the Vietnam Trade Union, Guidelines for implementing the Charter of the Vietnam Trade Union, Plan No. 117/KH-LDLD dated September 23, 2025 of the Hanoi City Labor Federation on organizing Trade Union Congresses at all levels towards the 18th Hanoi City Trade Union Congress, term 2025 - 2030, with the consent of the Standing Committee of the City Labor Federation and the Standing Committee of the Party Committee of Viet Hung Ward, the Viet Hung Ward Trade Union organized the first Congress, term 2025-2030.

The Congress was attended by 160 outstanding delegates representing 7,860 union members. The Congress includes the following contents: Report on the situation of workers, civil servants, laborers and activities of grassroots trade unions in the ward after implementing the organization of the arrangement of local governments at 2 levels; deciding on targets, directions, tasks and solutions for the 2025-2030 term.

Discuss and contribute opinions to the Draft Report of the Executive Committee of the 17th City Labor Federation, submitted to the 18th Hanoi City Labor Union Congress.

Previously, on September 27, according to Decision 1906/QD-LDLD of the Hanoi City Labor Federation signed by Permanent Vice President in charge of the Hanoi City Labor Federation Le Dinh Hung, the Viet Hung Ward Labor Union was established under the Hanoi City Labor Federation. The Viet Hung Ward Trade Union has legal status, is stamped and opened an account according to regulations. The establishment of the Viet Hung Ward Trade Union is an important milestone, marking the new development of the Trade Union organization according to the 2-level local government model. The ward union will manage 124 grassroots unions with over 7,600 union members.

According to document No. 323/LDLD of the City Labor Federation on organizing the Congress of Commune and Ward Trade Unions, the Standing Committee of the Hanoi City Labor Federation unanimously appointed the Viet Hung Ward Trade Union as the organizer of the 1st Congress of Commune and Ward Trade Unions, term 2025 - 2030.

To effectively organize the Party Congress of the Trade Union, the Standing Committee of the Hanoi City Labor Federation requested the Viet Hung Ward Labor Federation to report to the Standing Committee of the Ward Party Committee and the Standing Committee of the Vietnam Fatherland Front Committee of the Ward on the direction of the Party Congress of the City Labor Federation Standing Committee. At the same time, develop a plan and direct and guide the organization of the Congress in accordance with the Plan of the Hanoi City Labor Federation, the Charter of the Vietnam Trade Union and guiding documents for implementation.

The City Labor Federation also assigned Working Group No. 1 to direct the Congress of the City Labor Federation and the Trade Union Working Committee to monitor, urge, and guide the Viet Hung Ward Labor Union to prepare and organize the Congress in accordance with the provisions of the Vietnam Trade Union Charter and the instructions of the Hanoi City Labor Federation; promptly synthesize reports to the Standing Committee and the Standing Committee of the City Labor Federation to resolve difficulties and problems in the process of organizing the Congress.
