On the afternoon of January 3, in the Thai Binh river ruoi bai bien area (An Lao village, Chi Minh commune, Hai Phong city), Ms. Nguyen Thi Hoi - a local resident - discovered a woman riding a bicycle with signs of mental disorder, stopping at the riverbank area.
Realizing unusual signs, Ms. Hoi recorded the information on her personal phone and shared it on social media with the hope that the community would care and support her. Thanks to this timely dissemination, the woman's family quickly accessed the information. Mr. Nguyen Nhan Han - his nephew - contacted the Chi Minh Commune Police to coordinate the search.
Immediately after receiving the information, Chi Minh Commune Police promptly organized forces to review and verify in the area and coordinate with neighboring localities. At about 4:10 p.m. the same day, the police discovered the woman in the Thai Binh River dike road, bordering An Dinh village and Thanh Ky village, and at the same time ensured safety, bringing the person and bicycle to the commune police headquarters.
At around 5:20 p.m., the family confirmed that the woman was Ms. Nguyen Thi T (residing in Mao Dien Ward, Bac Ninh Province). She left home on the morning of January 2. After that, Chi Minh Commune Police handed over Ms. Thuan and her assets to the family for safety.
Ms. Thuan's family expressed their sincere thanks to the Chi Minh Commune Police force, especially Ms. Nguyen Thi Hei - the people for their timely, responsible and humane actions.
