HCMC - The City Labor Federation (LDLD) stipulates that the union congress of wards, communes and special zones must not exceed 200 delegates.

According to the plan to organize trade union congresses at all levels towards the 1st Ho Chi Minh City Trade Union Congress, term 2025 - 2030 issued by the Ho Chi Minh City Labor Federation, the trade union congresses of wards, communes and special zones in Ho Chi Minh City will have to be completed before October 31, 2025.

The Ho Chi Minh City Labor Federation also regulates the number of official delegates of trade union congresses at all levels decided by the union executive committee that convene the congress.
