Ward, commune and special zone union congresses must not exceed 200 delegates

According to the plan to organize trade union congresses at all levels towards the 1st Ho Chi Minh City Trade Union Congress, term 2025 - 2030 issued by the Ho Chi Minh City Labor Federation, the trade union congresses of wards, communes and special zones in Ho Chi Minh City will have to be completed before October 31, 2025.

The Ho Chi Minh City Labor Federation also regulates the number of official delegates of trade union congresses at all levels decided by the union executive committee that convene the congress.

For commune, ward and special- zone trade union congresses assigned to manage less than 2,000 union members, the maximum is not more than 100 delegates; for units assigned to manage from 2,000 union members to less than 5,000 union members, the maximum is not more than 150 delegates; units assigned to manage 5,000 union members or more, the maximum is not more than 200 delegates.

For grassroots trade union congresses, member grassroots trade unions, and departmental trade unions with 200 or more union members, congresses of delegates shall be held, the number of official delegates shall not exceed 150 delegates. In places with a maximum of 5,000 union members or more, there are no more than 200 delegates.

As for grassroots trade unions, member grassroots trade unions, and departmental trade unions with less than 200 union members, hold plenary congresses.

In cases where grassroots trade unions, member grassroots trade unions, and departmental trade unions have less than 200 members operating in a dispersed and mobile manner, and have difficulty in organizing a plenary session, they can hold a delegation session but must be directly approved by the superior trade union.
