Guidance on salary arrangement for non-specialized personnel to become civil servants
The Ministry of Home Affairs guides salary ranking for non-specialized personnel admitted to civil service according to Circular No. 01/2026.
Ms. Nguyen Thi Huyen (name of the character changed) is a non-specialized commune-level worker, admitted to civil service from February 1, 2026.
Before being accepted, Ms. Huyen had 15 years and 7 months of working as a non-specialized worker at the commune level; including 6 years and 11 months of compulsory social insurance participation. The position held before being accepted was Vice Chairman of the Commune-level Women's Union.
After being accepted, Ms. Huyen was assigned to the position of specialist in charge of ethnic and religious affairs. She has a university degree in Sociology, awarded in 2017.
Ms. Huyen requested the competent authority to inform: Based on Article 20 of Decree No. 170/2025/ND-CP of the Government and Clause 2, Article 5 of Circular No. 01/2025/TT-BNV of the Ministry of Home Affairs, is her case eligible for salary transfer when admitted to civil service?
According to reports, the locality has not yet implemented salary transfer for her case because it believes that there are no specific instructions.
Regarding Ms. Huyen's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.
Accordingly, the salary ranking for people recruited into civil servants who have worked and paid compulsory social insurance is implemented according to the provisions of Circular No. 01/2026/TT-BNV dated January 9, 2026 of the Minister of Home Affairs guiding people recruited into civil servants.
According to Circular No. 01/2026/TT-BNV, in case of recruitment into a ranked job position with the same salary grade coefficient enjoyed, it is ranked equal to the salary grade and the percentage of seniority allowance exceeding the frame (if any) being enjoyed (including calculating the time for considering salary grade promotion later or considering enjoying seniority allowance exceeding the frame if available in the old rank) to the salary grade coefficient in the civil servant rank corresponding to the job position being recruited. The new salary enjoyment time is calculated from the date of signing the salary grade decision in the job position being recruited.
Circular No. 01/2026/TT-BNV also stipulates the salary ranking for cases of recruitment into ranked job positions with salary grade coefficients different from the salary grade coefficients already enjoyed.
