Preferential loans, more support for Da Nang workers
Good news for Da Nang workers when the city issues a Resolution allowing workers in difficulty to borrow up to 200 million VND in preferential loans.
Expanding the door to policy capital
The issuance of a resolution by the People's Council of Da Nang City allowing cadres, civil servants and workers in difficult circumstances to borrow a maximum preferential loan of 200 million VND has opened up an additional channel for workers in difficulty to access official finance.
"This is very good news, bringing a lot of hope to workers in difficulty like us at the end of the year. Hopefully, the Trade Unions at all levels will soon have specific instructions so that we know how to approach loan sources" - Ms. Nguyen Thi Ngoc Hoa, a worker at UAC Vietnam Co., Ltd. said.
In reality, in the context of increasing living costs, the income of a part of workers and civil servants is still modest, the need for safe capital access and low interest rates becomes more urgent than ever.
Many workers who encounter problems with their children's health, housing or education are forced to seek unofficial loan channels, which pose many potential risks. Therefore, Da Nang's continued improvement of preferential credit policies is meaningful, helping workers have more sustainable options to stabilize their lives.
According to Resolution No. 30/2025/NQ-HDND issued on December 11, 2025, Da Nang City will entrust budget capital through the Social Policy Bank to lend to cadres, civil servants and workers in difficult circumstances. The maximum loan amount is up to 200 million VND per person, the loan term can last up to 120 months, the interest rate is applied at the lending interest rate for poor households prescribed by the Prime Minister in each period.
The loan subjects are identified quite specifically, including cadres, civil servants, and workers with indefinite-term contracts working in agencies of the Party, State, the Fatherland Front, and socio-political organizations at the city and commune levels. Union members who are permanent employees in Da Nang and work at enterprises with grassroots trade unions are also eligible for consideration.
The criteria for determining difficult circumstances are clearly documented, from low salaries, the burden of raising children, relatives with serious illnesses, to cases severely affected by natural disasters, accidents or family incidents. This approach helps policies go to the right subjects, avoid spreading, and at the same time ensure fairness in beneficiaries.
"Currently, the Da Nang Trade Union is coordinating with relevant units and will soon deploy guiding documents to grassroots trade unions, agencies and units as soon as possible" - Mr. Le Van Dai - Permanent Vice President of the Da Nang City Labor Federation said.
From the Capital Support Fund to the social security network
According to Mr. Le Van Dai, it is not until now that the city has supported loans for workers. Over the years, the City's Poor Workers and Civil Servants' Capital Support Fund has become a familiar financial support for thousands of union members and workers in difficulty.
Although the average loan amount is only a few tens of millions of VND, with preferential interest rates and flexible procedures, this capital has helped many families repair their houses, cover the costs of studying, treating diseases and stabilizing their lives.
Up to now, the Support Fund has supported more than two thousand union members and workers at hundreds of grassroots unions, with a total revolving capital of more than sixty billion VND. Many workers share that, without this capital, they are forced to borrow from outside at high interest rates, leading to prolonged financial pressure.
The new loan policy of the City People's Council can be considered the next step of development, more systematic and large-scale, supplementing the capital support models implemented by the Trade Union. When support channels are synchronously connected, workers will have more options suitable to their needs and ability to repay their debts.
According to a survey by the Trade Union organization, a large proportion of workers in Da Nang currently have incomes that only meet a part of their minimum living needs. In that context, the city's persistent development of social security policies, from capital support, housing to social welfare, not only has a humanitarian meaning but also creates a foundation for sustainable development.
When workers are guaranteed social security, they will feel secure in their work and stay with the enterprise and the locality for a long time. From those specific policies, it is clear to see Da Nang's commitment to accompanying workers, so that no one is left behind on the journey of making a living and developing.
