Requirement for training and coaching civil defense according to new regulations

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 2, Article 3 of Circular 111/2025/TT-BQP of the Ministry of National Defense (effective from January 1, 2026) stipulates the requirements for training and training civil defense as follows:

a) Command officers must grasp the principles and documents regulating the organization and operation of civil defense; direct and guide the unit to properly implement the command and civil defense plan of the commander. Develop a plan and organize training for the army to have a firm grasp of civil defense operations, ensuring sufficient content, time, and high efficiency;

b) Those who are trained must have a firm grasp of the expertise and techniques of civil defense work, flexibly applying them to practical conditions; well implement the "4 on-site" motto, and closely organize cooperation between individuals and teams in performing tasks;

c) Training and coaching must be close to the requirements of civil defense tasks; combine training and coaching in civil defense with training and coaching in techniques, tactics, and physical strength. Strictly implement safety principles in training, especially when responding to incidents, natural disasters, and catastrophes.

Thus, the requirement for civil defense training and coaching is regulated as above.
