In case the leaders of the superior agency directly preside over the implementation of the civil servant appointment process
Cases where leaders of higher-level agencies directly preside over the implementation of the civil servant appointment process prescribed in Decree No. 170/2025/ND-CP.
Clause 2, Article 34 of Decree No. 170/2025/ND-CP stipulates that representatives of the leaders of the superior agencies directly preside over the implementation of the appointment process for the following cases:
a) Appointment of the head or deputy head of the newly established agency, organization or unit;
b) In case the appointment process is carried out, at that time the agency, organization or unit has only 1 leader who is the head or deputy head or appoints the head of the agency, organization or unit;
c) In case the appointment process is carried out but at that time the internal leaders of the agency, organization or unit are united and many people violate discipline, if the appointment process is carried out, there will be a lack of objectivity;
d) In case of natural disasters, accidents or other force majeure reasons that the agency, organization or unit no longer has a leader or manager.
