Procedures for non-professional commune-level workers to be appointed to leadership positions
Part-time workers at the commune level who meet the conditions can be accepted as civil servants to be appointed to leadership and management positions.
According to Clause 1, Article 13 of Decree 170/2025/ND-CP (effective from July 1, 2025), part-time workers at the commune level before July 1, 2025 are one of the subjects accepted to work as civil servants (meeting specific conditions as prescribed).
Clause 5, Article 14 of Decree 170/2025/ND-CP stipulates the procedures for receiving, when receiving non-professional commune-level workers as civil servants to be appointed to positions and leadership and management positions, the following shall be done:
- When accepting to work as a civil servant to be appointed to positions, leadership and management titles, it is implemented according to the appointment process for human resources from other places. The appointment decision is also the decision to accept as a civil servant and is implemented as follows:
+ In case the competent recruitment agency is also the competent appointment agency or a subordinate of the competent appointment agency, the appointment decision is also the receipt decision;
+ In case the competent recruitment agency is the superior of the competent appointment agency, the competent appointing agency must report and be approved by the competent recruitment agency about the acceptance before deciding on the appointment.
