In case cadres, civil servants and public employees are allowed to rent public housing based on Decision No. 45/2025/QD-TTg.
Decision No. 45/2025/QD-TTg takes effect from December 3, 2025. Article 3 of the Decision stipulates the subjects of public housing rental as follows:
1. The subjects renting public housing under Point g, Clause 1, Article 45 of the 2023 Housing Law are cadres, civil servants, and public employees who have to move their jobs to new political and administrative centers in localities subject to provincial-level administrative unit arrangement.
2. The subjects specified in Clause 1 of this Article must be in cases where they do not own a house or have a house (including social housing) but have the shortest distance by road traffic distance from their own house to the workplace (including: head office, branch or representative office of an agency or organization) of 10 km or more in mountainous areas, remote areas, areas with difficult economic conditions, border areas, islands and 30 km or more in the remaining area.
