A reader with email thaonga76xxx@gmail.com asked: What is the priority given to renting a house when renting a social housing unit of the National Housing Fund?

Article 19 of Decree No. 302/2025/ND-CP detailing the National Housing Fund and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on a number of specific mechanisms and policies for the development of social housing (effective from November 19, 2025), stipulates the subjects of housing rental as follows:

1. Subjects renting houses and social housing of the Central Housing Fund and the Local Housing Fund:

a) Subjects renting houses and social housing of the Central Housing Fund are subjects specified in this Article working at state agencies, political organizations, socio-political organizations, and public service units at the central level;

b) Subjects renting houses and social housing of the local Housing Fund are subjects not falling under the cases specified in Point a of this Clause;

c) In case the houses and social housing of the Central Housing Fund or the Local Housing Fund cannot be rented, the Ministry of Construction and the Provincial People's Committee shall decide to adjust and supplement the leasing subjects according to the provisions of this Decree to ensure effectiveness and correct purpose.

2. Subjects eligible to rent social housing built and created by the Investment Fund include subjects entitled to social housing support policies that meet the conditions prescribed in the law on housing and Resolution No. 201/2025/QH15.

3. Subjects eligible to rent houses created by the Fund through the form of commercial housing purchase include cadres, civil servants, public employees, and workers who do not choose the form or are not eligible to rent social housing as prescribed in Clause 2 of this Article.

4. The priority order for renting houses for subjects specified in Clause 2 and Clause 3 of this Article is stipulated as follows:

a) Cadres, civil servants, and armed forces affected by the organization and rearrangement of administrative units and having workplaces far from their place of residence;

b) Experts and scientists are entitled to housing incentives according to the provisions of the law on science, technology and innovation;

c) Cadres, civil servants, and people's armed forces not falling under the provisions of Point a of this Clause;

d) Subjects who have returned official housing according to the provisions of the law on housing;

d) Officials and employees of state agencies, political organizations, socio-political organizations, public service units;

e) Workers and laborers in industrial parks;

g) Employees aged 35 and under;

h) Subjects entitled to other housing support policies as prescribed by the law on housing.

Thus, the priority order for renting social housing of the National Housing Fund is implemented according to the above regulations.
