Decree 173/2025/ND-CP on contracts for performing duties of civil servants.

In which, the responsibility for performing the contract to perform the duties of civil servants is based on Article 14.

Article 14. Implementation responsibilities

1. Ministries, branches, central agencies, People's Committees of provinces and centrally run cities are responsible for:

a) Organize implementation according to the provisions of this Decree within the scope of assigned functions, tasks and powers;

b) Direct the head of the agency, organization or unit under his/her management to propose one or a number of tasks of the job position that need to be signed, the number and subjects signing the contract according to the provisions of this Decree; prepare an implementation budget estimate, submit to competent authorities for consideration and decision;

c) Report to competent authorities or issue under authority other mechanisms and policies or mobilize other legal resources (if any) according to the provisions of law to implement preferential policies for those who sign contracts to perform civil servant duties;

d) Periodically compile and report on the signing of contracts according to the provisions of this Decree to the Ministry of Home Affairs before December 15 every year for compile and report to competent authorities.

2. The Ministry of Finance is responsible for guiding the allocation of funding sources and the preparation of estimates, management, use, settlement of funding and other financial-related contents for signing contracts as prescribed in this Decree.

3. The Ministry of Home Affairs is responsible for guiding, urging, monitoring and inspecting the implementation of this Decree; periodically summarizing the implementation results, reporting to the Government and the Prime Minister before January 31 every year.
