Responsibility of the Ministry of National Defense for civil defense

The Lao Dong Newspaper Legal Consulting Office replied:

Article 45 of Decree 200/2025/ND-CP detailing a number of articles of the Law on Civil Defense (effective from August 23, 2025) stipulates the responsibility of the Ministry of National Defense as follows:

1. Preside over and coordinate with ministries, central branches, and ministerial-level agencies to develop operating regulations and perform the tasks of the Standing Agency of the National Civil Defense Steering Committee.

2. Preside over and coordinate with relevant ministries, branches and local authorities to develop a national civil defense plan and guide implementation.

3. Preside over and coordinate with the Ministry of Science and Technology, ministries, ministerial-level agencies, and localities to build and deploy the 112 Headline System to serve the reception and processing of information about incidents and disasters; coordinate with the Ministry of Culture, Sports and Tourism to carry out propaganda work on civil defense.

4. Coordinate with the Ministry of Finance to propose submitting to the Prime Minister to establish and promulgate regulations on the operation of the Central Civil Defense Fund; manage the Central Civil Defense Fund.

5. Direct units under their authority to establish Civil Defense Commands to perform civil defense tasks; Military regions direct local military agencies at all levels to proactively advise the People's Committees at the same level to carry out civil defense work in the assigned areas and management fields.

6. Ensure the operating conditions of the National Civil Defense Steering Committee and organize the apparatus under its authority to perform the tasks of the Standing Agency of the National Civil Defense Steering Committee; be granted funding to perform the tasks.

Thus, the Ministry of National Defense has the above responsibility towards civil defense.
