Article 5 of Decree 53/2026/ND-CP (effective from February 5, 2026) stipulates the amendment and supplementation of Clause 1, Article 12 of Decree No. 66/2021/ND-CP detailing the implementation of a number of articles of the Law on Disaster Prevention and Control as follows:
Emergency situations of natural disasters are natural disasters that have occurred or are occurring that have affected or are at risk of directly threatening the safety of life, health, and housing of many people and dyke works, dams, disaster prevention and control works, important infrastructure works being used such as airports, railways, highways, national highways, provincial roads, inter-commune and inter-village single-track roads, national ports, high-voltage grid systems from 66KV or more, national relics, special national relics, world heritage sites, schools, hospitals, headquarters of agencies, economic zones, industrial parks; land loss, coastal mangrove forest loss, headwater protection forest loss, it is necessary to immediately organize the implementation of emergency response measures to promptly prevent consequences and quickly overcome consequences, announced by decisions of competent authorities.
