The deadline for the People's Committees at the commune level to resolve vocational training support dossiers is from January 1, 2026

Article 28 of Decree 338/2025/ND-CP stipulates as follows:

Procedures for supporting vocational training

1. Employees submit vocational training support documents directly or through public postal services or through hiring services of enterprises, individuals or through authorization to the Public Administration Service Center where they are currently residing, online at the National Public Service Portal.

2. Within 7 working days from the date of receiving a complete dossier for vocational training support, the People's Committee of the commune where the employee currently resides shall decide on support and payment of support to the employee. In case of non-support, it must be notified in writing and the reason must be clearly stated.

3. In case of ordering training, based on the needs and number of workers participating in elementary training and training under 3 months, the People's Committee of the commune where the employee is currently residing shall sign a contract to order elementary training and training under 3 months with the training institution according to the provisions of law on assignment of tasks, ordering or bidding.

Thus, within 7 working days from the date of receiving a complete dossier for vocational training support, the People's Committee of the commune where the employee currently resides shall decide on support and payment of support to the employee. In case of non-support, it must be notified in writing and the reason must be clearly stated.
