Article 13 of the 2025 Law on Protection of State Secrets (effective from March 1, 2026) stipulates the transportation, delivery, and receipt of documents and objects containing state secrets as follows:

1. Transportation, delivery, receipt of documents and objects containing state secrets in the country performed by people working related to state secrets, liaison officers or clerical staff of agencies and organizations.

2. Transportation, delivery, receipt of documents and objects containing state secrets between agencies and organizations in the country and agencies and organizations of Vietnam abroad or between agencies and organizations of Vietnam abroad with each other by diplomatic liaison officers or people assigned to perform tasks.

3. Transportation, delivery, receipt of documents and objects containing state secrets must be carried out according to the principle of keeping them secret and sealing them.

4. In the process of transporting documents and state secret containers, there must be measures to preserve and ensure safety; if necessary, there must be security forces.

5. Transportation of documents and objects containing state secrets through postal services is carried out in accordance with the provisions of postal law.

6. The place of sending and receiving documents and state secret containers must be inspected and compared to promptly detect errors and take handling measures; the handover and receipt must be fully recorded in the monitoring book, and the recipient must sign the receipt.

7. The Government specifies this Article.

Thus, from March 1, 2026, the transportation, delivery, and receipt of documents and objects containing state secrets are regulated as above.
