Concurrent allowance level from 1.1.2026 for grassroots trade union chairmen

The decision of the Vietnam General Confederation of Labor has just been issued, effective from January 1, 2026, replacing Decision No. 5692/QD-TLD dated December 8, 2022 of the Presidium of the Vietnam General Confederation of Labor regulating the allowance regime for trade union officials.

According to the regulations issued with the decision, the allowances for concurrent positions of chairman and vice chairman of the grassroots trade union are as follows:

The positions for concurrent allowances include:

The person holding the position of leader and manager of a professional agency and the position of chairman and vice chairman of a trade union at the same level.

Higher-level trade union officials concurrently hold the positions of chairman and vice chairman of lower-level trade unions are trade unions at the grassroots level at a special level; commune, ward and special-zone trade unions.

The level of concurrent allowance payment is as follows:

a) The concurrent union president is entitled to a monthly allowance equal to 10% of the salary and allowance paid for social insurance.

b) The concurrent Vice President of the Trade Union is entitled to a monthly allowance equal to 7% of the salary and allowance paid for social insurance.
