Insulting or insulting a wife or husband can be fined up to 10 million VND

The Lao Dong Newspaper Legal Consulting Office replied:

Article 39 of Decree 282/2025/ND-CP (effective from December 15, 2025) stipulates the act of insulting the honor and dignity of family members as follows:

1. Fine from 5 million VND to 10 million VND for insulting, sparing a mark or other intentional acts of insulting the honor and dignity of family members, except for the cases specified in Clause 2 of this Article.

2. Fines from VND 10 million to VND 20 million for the act of revealing or disseminating information about the private life, personal secrets, and family secrets of family members to insult honor and dignity.

3. Remedial measures:

a) Forced to publicly apologize when the victim of domestic violence has a request at his/her private home, workplace, other location or on the mass media for the violation of the provisions of Clauses 1 and 2 of this Article;

b) Forced to revoke documents, papers, leaflets, articles, and images for violations specified in Clause 2 of this Article.

Thus, from December 15, 2025, insulting, defaming, insulting the honor and dignity of a wife or husband can be fined up to 10 million VND.
