Electronic records of cadres, civil servants, and public employees

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 16, Decree 27/2026/ND-CP on the National Database of Cadres, Civil Servants and Public Employees (effective from July 1, 2026) stipulates that the electronic records of cadres, civil servants and public employees include:

a) Electronic background check;

b) Other file components are created from data of cadres, civil servants, and public employees.

2. Each cadre, civil servant and public employee has an electronic file with a unique identification code (electronic file identification code) to serve management and lookup in the electronic environment.

3. Unify the use of personal identification numbers as identification codes for electronic records of cadres, civil servants, and public employees.

4. The duration of electronic records storage is implemented in accordance with the provisions of the law on documents, archiving; the law on cadres, civil servants, public employees and the law on data, ensuring the maintenance of integrity, readiness and access to data.

Thus, from July 1, 2026, the electronic records of cadres, civil servants, and public employees include the above data.
