Decree 263/2025/ND-CP detailing and guiding a number of articles of the Law on Science, Technology and Innovation on the mechanism of autonomy, self-responsibility of public science and technology organizations, human resources, talents and awards in the fields of science, technology and innovation, effective from October 14, 2025.
In which, the subjects are recruited as civil servants for individuals engaged in science, technology and innovation activities under Article 31.
Article 31. Recruitment to civil service for individuals working in science, technology and innovation
1. Individuals working in science, technology and innovation who meet the requirements of the job position corresponding to the scientific title or technology title are considered for admission to civil service and enjoy corresponding policies and regimes, without having to undergo a probationary regime.
2. The order, procedures and authority for considering and accepting civil servants are according to the provisions of the law on civil servants.
In addition, scientific titles and technological titles are based on Article 30.
Article 30. Scientific title and technology title
1. Scientific titles include:
a) Research assistant (grade IV);
b) Researcher (grade III);
c) Main researcher (grade II);
d) Senior researcher (grade I).
2. Technology titles include:
a) Technician (grade IV);
b) Engineer (grade III);
c) Main Engineer (grade II);
d) Senior engineer (grade I).
