Conditions for being selected as a member of the security and order protection team at the grassroots level

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 7, Article 3, Circular 14-2024/TT-BCA of the Ministry of Public Security detailing a number of articles of the law on forces participating in protecting security and order at the grassroots level stipulates the results of the admission and publicly posting the admission results as follows:

a) Citizens who are considered for admission to propose recognition as members of the Security and Order Protection Team must be more than half of the total number of members of the Advisory Council present at the meeting to vote or vote secretly;

In case the citizen participating in the admission process can have more than half of the total number of members of the Admission Council present at the meeting but more than the number of members to be recruited, based on the number of members of the Admission Council present at the meeting, the admission Council member must be approved to be recognized in order from high to low until the number of members to be recruited is sufficient.

In case the results of the vote or secret ballot are the same, the Chairman of the Admission Council or the Vice Chairman of the Admission Council authorized to chair the meeting shall decide.

b) Within 03 working days from the date of drawing up the Minutes of admission results, the Commune-level Police shall publicly post the Minutes of admission results at the headquarters of the People's Council, People's Committee, Commune-level Police, at cultural houses and community activity points in villages and residential groups and notify the admission results to the addresses of citizens applying for admission, notify the time to take up the task in case of selection.

Thus, citizens who are recruited to propose recognition as members of the Security and Order Protection Team must have more than half of the total number of members of the Recruitment Council present at the meeting to vote or vote secretly.
